Dr Jan Rosenow

DPhil (oxon), MSc (LSE), Dipl (Münster)

Jan Rosenow is the Leader of the Energy Programme at the Environmental Change Institute and Jackson Senior Research Fellow at Oriel College, Oxford. He is also a Senior Associate at the Cambridge Institute for Sustainability Leadership at the University of Cambridge and Affiliate Faculty at the University of Sussex. His research focuses on energy demand, energy efficiency, electrification, renewable energy, and broader energy and climate policy, with a strong emphasis on the practical implementation of decarbonisation strategies. Jan has published extensively, with over 150 peer-reviewed articles, book chapters, conference papers, and technical reports. His research has shaped energy policy debates in Europe and beyond, contributing to the development of effective strategies for decarbonisation and clean energy adoption.

Beyond academia, Jan continues to serve as a Senior Advisor to the Regulatory Assistance Project (RAP) where he was Vice President, supporting policymakers in designing effective energy policies. He has also held advisory and board roles with organisations such as the World Economic Forum, the International Energy Agency, and the European Council for an Energy Efficient Economy. He previously worked in the private and non-profit sectors as a senior leader, analyst and policy advisor.

He holds a Doctorate from the University of Oxford, an MSc from the London School of Economics, and has completed executive training at the University of Cambridge and the Florence School for Regulation.

Research Interests

Jan Rosenow is the Leader of the Energy Programme at the Environmental Change Institute (ECI) at the University of Oxford. The Energy Programme focuses on advancing sustainable, efficient, and low-carbon energy systems. It conducts interdisciplinary research on energy transitions, decarbonisation, energy efficiency, electrification, and energy policy, with a strong emphasis on real-world impact. The group is known for its internationally leading research on energy demand and its research informs policy decisions, market design, and technology deployment to support the transition to a net-zero energy system. Through collaborations with academics, policymakers, and practitioners, the ECI Energy Programme plays a key role in shaping evidence-based solutions for a more sustainable energy future.
